Lock down

So, the other day, one of my friends, who is in high school, thought it was pretty cool that the President was coming to his school and he was going to be able to see him, because how many chances does a person get to see the President?
Well, President Bush came to the school, but the school was in lock down phase and the kids had to stay in the classroom. It got me thinking about lock down and what it's for. Were the administrators trying to protect the kids from the madman in the hall? Or was the President so scared of the teenagers that he was trying to protect himself from them? And if that's the case, what does it say about our society?
